Ensure the shortcut option is not disabled in Cortana’s settings.

Go to Settings -> Cortana.

Under Keyboard shortcut, check that the option is On to allow Cortana to listen for commands when the Windows + C keys are pressed.

If it is Off, enable it. This will allow the F9 Cortana shortcut key to function.
